My 2012 Volt with 99,800 miles has experienced the Propulsion Power Reduced message four times in the last 2 weeks. Same scenario each time: exhaust the battery on the way home from work, stop somewhere for 30-60 minutes, get the PPR message and a racing engine when I start the car again.Engine not available just means the engine stalled for whatever reason. It could be a sensor, it could be bad gas, it could be catastrophic failure. In any other car, you'd be dead on the street at that point and have to try to restart. The original propulsion reduction issue was fixed with a software update. My 2017 volt has failed me 3 times in the last 2 months. Once for the onbaording charging module which was under warranty but a pain.
